Yes. Whenever in the past (and not only with Exim) I have made a change
"that nobody will notice", *somebody* does notice.

I would rather not have to go through the hassle of breaking it for
somebody and having to back off and then mess *other* people about. It
is just organizationally simpler to introduce a new letter. I don't
think it will be much code, and the documentation is not much more than
one sentence.

Do you have evidence for that assertion? I am almost willing to bet that
if this change were made, at the very least somebody would be posting
questions to the list as to why, after waiting an hour between tries,
Exim then only waited 10 minutes before the next try.
