[exim] is my exim badly configured

I get this when I run /usr/exim/bin/exim -C /usr/exim/configure.int.out
-qff -v -d now to my mind when i get the error unkown user I want to
bounce mil back to the user with the smtp error code but it seems to
freeze the email and then try again. I don't want it to freeze the email.
