I have no clue about The Bat, but 465 is not a "STARTTLS port", it is
defined to require immediate TLS handshake, so you should have
'tls_on_connect_ports = 465' in your exim.conf.
If you want STARTTLS, use port 25. Or 587, given that you configured
Exim to listen to that port.
