In the default configuration these are listed in relay_to_domains instead
of local_domains. The local_domains list is domains that are handled on
this machine (i.e. local delivery) whereas the relay_to_domains list is
domains that are accepted as if they are local (defined by the ACLs), but
delivered as if they are remote (defined by the routers).

Depends what you want. The default is up to 4 days.

You can. It's probably more usual to treat secondary servers the same as
any other machine on the Internet, though you probably want to skip
dnslist checks.
