For the port 25 test, it's as easy as:
accept
condition = ${if eq {$interface_port}{25} {yes}{no}}
delay = 10s
It works at connect time and I tested it as I use it in my config.
For auth, it's not possible at connect time, but you can put the delay at rcpt_to time.
