Your configuration specifies that the mailing list configuration files
must be accessible by the EOC user and group, and (implicitly) by the exim
user or group (so that Exim can perform the require_files check). This is
not contradictory with letting the users own the configuration files, so
long as they have sufficiently generous read access. This is explained in
the documentation for the require_files setting. You haven't shown us the
full file listing for the relevant parts of your filesystem so I can't
provide any more help than this.
