I have a redirect router that passes to a pipe_transport. It does
not have the one_time option set on it.
Sanity Check:
1. Is it sane to think that headers_add can be set either on
a router or a transport? If yes/no, care to explain??
2. Can headers_add be set on any type of router as long as
the one_time option is unset?
Where is the recommended place for headers_add? router? transport?
