[exim] Announce: Exilog 0.4

To upgrade, just untar the new package over old installations and
restart the agent(s).

Changes in this release:

0.4  - Feature: manually enter specific
        date/time range.
      - Fix esmtp(s)a detection
      - Fix network matching code
      - Add pidfile support for the agent.
