[exim] load goes high

I have some big web sites (forums) hosted on my server, and when the site
owner sends a message to all his members

The load goes very very high



Number of members is around 18000



What should I do to over come this problem ?

I tried before to use que_load to let the exim put the message in the que if
load is more than 5, but

This didn't solve the problem , because I found myself in front of a very
big que (more than 10000) which will also

Increase the load when they are resent again



Isn't there a way to let the exim sent this messages slowly and without
letting the load to go up like that ?
