Use a manualroute router like

special_routes:
  driver        = manualroute
  domains         = !+local_domains
  host_find_failed    = defer
  route_data        = ${lookup {$domain} cdb {DB/special_routes.cdb} }
  same_domain_copy_routing
  transport        = smtp
