It's not a lot of information you gave.
What does exiwhat tell you? Is exim delivering? Or waiting for some
events (DNS)?
What does the logfile (mainlog) tell you? Watch out for the timestamps,
is there a notably delay between the single messages?
How fast is your outgoing line?
Do you have a lot of exim processes running, standing on each others
feet because of slow delivery?
