[exim] How to make treatments by different users lists !!!!

I want to make different treatments as soon as an e-mail is considered
as a "SPAM":
- either tag it
- or reject it

I want to execute these actions following two users lists:
- those who want to receive them tagged as "taglist"
- and those who want to receive them as "rejectlist".

I don't know if I have to focus on the Exim configuration or
Spamassassin or anything else.
