[exim] how to limit number of connections per hour

Can exim be configured to limit the amount of mail it is allowed to send
to a domain per hour? I think AOL may flag mail hosts as potential spam
hosts, if the host sends more than 17 emails to AOL per hour.

I do not send spam, but I do run an opt-in mailing list.
