This may not work for your mail filtering, but it would definitely work
for me. I am in the USA. I ran a few reports on the email I received
over the past 6 months:

Number of non-spam messages received, whose subject contained utf-8: 0
Number of spam messages received: 5400
Number of those spam messages whose subject contained utf-8: 2880
