[exim] system filter

Hi

I want to capture all mail (not incoming) for archival use.
In my configure file I have a line reading
system_filter = /usr/local/etc/exim/exim_filter

in the filter file I have the following
if first_delivery then
unseen save /var/mail/archive/${substr_0_10:$tod_log}
endif

In the paniclog I get a system_file_transport unset error.

What am I doing wrong.
