I presume you put thie *before* the default retry rule?
But wait! That won't work. The first part of a retry rule is a pattern
from an *address* list, not a *host* list. You can't put an IP address
there....
... unless, I guess, if you are routing to that IP address by something
like
hosts = 127.0.0.1
or an explicit IP address in a manualroute router, because in that case
the "name" of the host is its IP address from Exim's point of view.
