Yes. The header isn't relevant here (think about BCC).
You need to check the value of $rcpt_count in an ACL. the pre-data ACL
would be a good one. Alternatively, check it in the rcpt acl, and add a one
second delay on reaching a certain threshold, perhaps (I'm not sure that'll
work, though).
