[exim] Limit number of recipients

Is it possible to limit the number of recipients for an incoming email.
We have

smtp_accept_max = 450
smtp_accept_max_per_connection = 400

and I know you can restrict the size of a header, but is it possible to
tell exim to only accept an email if it is for less than say 100
recipients ?
