As Exim is telling you, ${lookup is not a condition, so cannot be used
immediately after ${if. in fact, ${lookup has its own if/else
functionality, so you don't need to use it with ${if. Try
${lookup {$sender_host_address} \
lsearch {/local/exim/etc/exim-priviledged} \
{yes} {no} }
