I think I should be more specific with the requirement.

I want a certain subset of users to be able to send, say, 300 messages
at a time whilst restricting everybody else to 100 (default).

This would encompass blocking dictionary attacks where our users are
swamped with junk regularly.

I'm sure this is a common request, although I don't think I have
worded any of this in a clear way......
