[exim] spam = nobody:true/defer_ok doesn't work

Hello!

This works and accepts the message if spamd is not available:

  deny    message = Rejected spam
          spam    = nobody:true/defer_ok

But this returns a 4xx err:

  deny    message = Rejected spam, visit http://www.rath.org/mail_err for help.
          spam    = ${if <{$message_size}{200k}{'nobody:true/defer_ok'}{0}}

Why?
