I've had a similar experience. A couple of years ago the header_syntax
check was effective. Lately, newer anti-spam tools catch spam that may have
been caught by header_syntax. So in our case the percentage spams stopped by
header_syntax is very low and false positives are becoming a problem. I'll
probably turn off that check this week.
