That would be my guess. Untested, but wouldn't it just be:
acl_smtp_connect = check_connecting_hosts
...
check_connecting_hosts:
deny hosts = CONFIG_DIR/smtp_refuse : *.dsl.telesp.net.br
That's assuming CONFIG_DIR starts with a '/' and smtp_refuse contains
just hostnames and IPs.
