Ok, well I figured out the problem. The cpanel script was starting up two
instances of exim, one for smtp and one for smtps. They both use the same
exim.conf file, so they were both trying to bind to 25 and 100025 when I
added local_interfaces.

Oh no, you're wrong there - MDaemon is the devil. Fetchmail is the devil's
spawn. Cpanel doesn't come close.
