Just a thought, I recently had to change the default Exim configuration due
to excessive MAILER-DAEMON responses from non blacklisted hosts[1] (i.e. they
were not redirected to spamd). As my users are using various spamassassin
configurations (some more correctly configured than others), Exim would not
finish a queue run due to lengthy local deliveries.
By turning off -q30m, and telling Exim to deliver straight to the queue when
a certain number of connections were reached or exceeded (and then manually
running the queue at intervals via cron), resources were no longer
exhausted.
Perhaps your problem can be resolved in a similar manner?
