The NewStuff file is only for features that are not documented in the main
specification. Therefore it is always empty in a x.x0 release, because the
final 0 indicates a release with up-to-date documentation. New features
since the prexious x.x0 release are marked by change bars in the
documentation and are summarized in the ChangeLog.
