Indeed it was. This typo was already noticed, but thanks for the report.

You can always arrange for large messages not to be delivered
immediately, but using control=queue_only in an ACL. Such messages will
then be delivered only by queue runners. You can then put something in
the routers that delivers them only if the load is low, or overnight, or
whatever. Or, by using a macro in the config file, you could arrange to
deliver them only by certain manually started queue runners - and get
cron to run one of those at intervals of your choice. In other words,
there are lots of ways this could be tackled.
