[exim] receiver_verify is verifying outgoing messages

I'm almost a newbie in Exim.

About the issue below, do you think it could be better to upgrade Exim?

I have many users in this box and I'm afraid to have problems configuring a
new exim.conf. Is there an application to convert exim.conf from 3.3x to
4.x?

I'm using Exim 3.36 on a Debian box. I recently enabled receiver_verify and
some users reported that they're not allowed to send mail, because Exim is
also checking outgoing mail addresses and some server were not able to
answer at the time was going out.

Is there a way to only check my locally addresses from incoming mail?
