[exim] Bug? No retry data for 452 response after end of DATA

This came up because mail to cyrus accounts over quota was not only
delayed (this is intended behaviour) but apparently stays on the queue
forever, long after the default retry rule has timed out. Log msg is
"LMTP error after DATA: 452 4.2.2 Over quota" (transport is via LMTP
over TCP).

The problem is: I cannot seem to find any retry data with exinext. Even
if there is retry data before (from a diffent failure) , it is deleted
afterwards. This is not limited to LMTP mode of the SMTP transport, it
happens also with SMTP (I retried with a simple perl script
"mailserver", which always gives 452 after end of data).

Is this intentional? A bug? Have I overlooked something in the
documentation?
