[exim] MAX EMAILS SENT PER HOUR FOR 1 USER ONLY

Hello,



I'm trying to find a way to use Exim with WHM 9.9.9 (Linux) so that I can
set the max emails per hour to a specific number for all accounts, but 1. Is
there a way to do this in exim.pl or is the option only server wide?
