I've revisited this, and I've now got proper maildrop filtering.

On Debian, /etc/maildroprc disables delivery to ~/Maildir by default.

Oops.

At least I learned something out of all this; that being "mail filter
utilities shipped with your IMAP server may not deliver mail to your
IMAP mailbox by default".
