These may well be emails being returned because the users don't exist on
the Exchange server. You may find in that case that a lot of the mails
on the queue are frozen -- the sending hosts or users are falsified.

You can use callout verifcation on some Exchange servers to verify the
destination address. See the manual, "38.21. Callout verification".
