Only a suggestion to the naming scheme you used:
package exim-perl-4.44_rc2-0_28.fc1 (which is newer than exim-perl-4.44-0_28.fc1) is already installed
package exim-4.44_rc2-0_28.fc1 (which is newer than exim-4.44-0_28.fc1) is already installed
It thinks the rc2 is newer, so namingscheme must be slightly different
next time i guess for easy updating.
