Yes, it is possible. Try the following:

After 'begin routers' in the routers section of the your 'exim.conf', you probably have something like this:

# used before change to ISP mail server.
#dnslookup:
# driver = dnslookup
# domains = ! +local_domains
# transport = remote_smtp
# ignore_target_hosts = 0.0.0.0 : 127.0.0.0/8
# no_more
#
#
comment it out, as I have done above, and add this:

# route all mail to my ISP mail server

smarthost:
driver = manualroute
domains = !+local_domains
transport = remote_smtp
route_list = * smtp.freeserve.com

then restart exim, and all your mail should be relayed through your ISP's mail server.
