That would only match raw IP addresses, which would have been rejected
for being syntactically invalid anyway. To reject IP literals (in
'[...]' or '[IPv6:...]' you'd want something like...
deny message = IPv4 literal in HELO not permitted
condition = ${if match {$sender_helo_name}{^\[(.*)\]\$} \
{${if isip{$1} {1}{0}} {0}}
deny message = IPv6 literal in HELO not permitted
condition = ${if match {$sender_helo_name}{^\[IPv6:(.*)\]\$} \
{${if isip6{$1} {1}{0}} {0}}
(Note that this is completely untested and it's Monday morning)
