The vast majority of deferrals from callouts are caused by
misconfigurations at the sending site (e.g. MAIL FROM:<apache@www> and the
webserver is firewalled off or not running an smtpd) so the cost is mostly
born mostly by the recipient of the junk rather than the alleged sender.
