Wow, this is the weirdest thing I have heard about.... What are they trying to do? Most spam comes from US anyway.
You probably just have to filter out and deny all mails sent to verizon like
deny
domains = verizon.com
log_message = moron domain
message = You message is sent to or from a domain managed by incompetent admins.
