That's an invalid syntax. Try:
"<
mailto:username@citlink.net>" <username@???>
|...
| return address: <mailto:username@modemnet.net> username@???
Ditto:
"<
mailto:username@modemnet.net>" <username@???>
Somehow your SMTP envelope is getting set to an invalid string with
your URL as the local part. When the domain part is citlink.net, it
passes verify because you are not using callouts (I'm guessing), so
the local_part is not involved.
