Where did you put the rule with "control = submission"? If you put it
after the normal "accept hosts = +relay_from_hosts" then it won't do
anything because Exim is efficient and stops parsing as soon as it hits a
"decision" (i.e. "accept" in this case). Make sure that mails from the
Oracle machine are not caught by any other rules before the one with the
"control = submission".
