You're "just" forcing the Sender to keep legitimate eMail, that should have been delivered immediately, longer (or rather at all) in Queue.
I would call that "generating extra Mail" or at least hostile behaviour,
since you're accomplishing your "great effect" on others expense.
And that's not even touching the Problem that Daniel posted about.
