IT WORKED! The people rejoice!!

I had to vim my /etc/exim4/update-exim4.conf.conf so that the line
"dc_use_split_config='false'" now reads "dc_use_split_config='true'".
That did it. That is what it took to get the tls_... directives sucked
into the autogenerated config file. HOORAY! Thanks everyone!

$ update-exim4.conf
$ telnet mail.cityairlines.net 25
