It depends a lot on how big your machines are, what the load on them is,
and how complicated your ACLs are. A couple of hundred is enough for us.

If you grep in your logs for 'not in reserve list' or 'too many
connections' or 'Connection from .* refused' you should find out if you
are rejecting anyone. This collection of log messages is not very
consistent.
