[exim] R=lookuphost T=remote_smtp defer (111): Connection refused

I have try with several scripts, right now im trying to use invisionboard,
but everytime someone register when the server send a confirmation email, it
get stuck in the queue and does not go out.
Im using Cpanel 9 on RH 9. I tried using SMTP email and php mail() but
neither one of them works
