[exim] New exim website mirror in China is up

The host address is 211.147.224.250, please make the dns record www.cn.exim.org
for this.

The link should be http://www.cn.exim.org/exim, not the root directory, because
I will put some articles written by me and translated docs (in progrocess) in
the root.
