Telnetting to port 25 simulates an SMTP connection from localhost.
Using the mail command calls the exim binary directly, and is not
subject to the same ACLs. Your webmail client probably does the same.

Is the webmail configurable to talk SMTP instead of calling the
binary? Most are. This would solve your problem, along with several
others you might come across - all your mail is then SMTP and you can
keep a simple ACL set.
