Not without a reworking. At present, the values of those options are
checked when Exim is initialized. The routers they name have to exist,
and in the case of pass_router, the named router must be below the
current router.
If those options were expanded, this checking could not be done until
the router was actually used.
I will add to the Wish List, but this does not strike me as a facility
that is of particularly wide use.
