responded so far understood what I had meant to say, rather than
what I mistakenly said:

That should have read "Use secure connection if available".

I'm afraid I'd let the two issues get so closely associated in
my mind that I had mentioned the wrong one. Sorry.

Well, the discussion so far does seem to be pointing clearly in the
direction of changing our server options as soon as feasible. And then
these questions of how to set up a client to deal with both modes
would evaporate.
