It tries a few times, and then leaves it on the queue for later. You
might like to look at the lock_fcntl_timeout and lock_retries options
for the appendfile transport, which control this.

We use 15 minutes for queue runners. And yes, they apply to both remote
and local delayed deliveries. If you are using quotas, an overfull
mailbox can also delay a local delivery.
