If a local delivery cannot "immediately" be delivered
because a mailbox is locked for popper activity, does the
process wait indefineately for local delivery, or does it
place the message on the queue? And if it places it on the
queue, how often should a queue runner be executed for those
local deliveries? I've got a 2 hour queue runner, which I
"assumed" was just for remote deliveries. If it also is for
local deliveries, then I will need to adjust my queue runner
accordingly. (i _thought_ local deliveries hand around waiting).
