Actually, it'll remove all the mail in queue.
If you want to remove all 'frozen' messages, you'd better use
exiqgrep -i -z | xargs -L 1 exim -Mrm
Or, if you don't want use exiqgrep for some reason
exim -bp | grep 'frozen' | xargs -L 1 exim -Mrm
And if you want to remove not only 'frozen' messages, but also
undelivered bounces, you may want to play with regexp to catch '<>'.
